Abstract

บทความนี้มีวัตถุประสงค์เพื่อวิเคราะห์และนำเสนอปัจจัยความสำเร็จของการขับเคลื่อนงานด้านเด็กและเยาวชน สู่ความเป็นเลิศอย่างยั่งยืน โดยใช้กรณีศึกษา คือ แผนยุทธศาสตร์สภาเด็กและเยาวชนจังหวัดเชียงใหม่ พ.ศ. 2568 2572 ซึ่งเป็นสภาเด็กและเยาวชนต้นแบบ ประจำปี 2568 ของกรมกิจการเด็กและเยาวชนแห่งเดียวและแห่งแรกในประเทศไทย โดยเป็นการศึกษาค้นคว้าจากเอกสารแผนยุทธศาสตร์สภาเด็กและเยาวชนจังหวัดเชียงใหม่ พ.ศ. 2568 – 2572 การสำรวจ (Survey Research) และการสัมภาษณ์ (Interview) พบว่า บุคลากรสภาเด็กและเยาวชนจังหวัดเชียงใหม่ได้ดำเนินการปฏิบัติ ตามแผนยุทธศาสตร์สภาเด็กและเยาวชนจังหวัดเชียงใหม่ พ.ศ. 2568 2572 อย่างต่อเนื่อง เนื่องจากแผนยุทธศาสตร์ดังกล่าว มีวิสัยทัศน์ ตัวชี้วัด และแนวทางการดำเนินงานที่ชัดเจน สามารถดำเนินการได้จริง รวมทั้งมีแผนปฏิบัติการและแผนงานโครงการ ที่ตอบสนองแผนยุทธศาสตร์เป็นประจำทุกปี นอกจากนี้ แผนยุทธศาสตร์ดังกล่าวมีความยืดหยุ่น และสามารถปรับเปลี่ยนได้ ตามบริบทและสถานการณ์ที่เปลี่ยนแปลงไป

Success Factors for Advancing the Children and Youth Development System toward Sustainable Excellence: A Case Study The Strategic Plan of Children and Youth Council of Chiang Mai aims to analyze and present the success factors for advancing the children and youth development system toward sustainable excellence, which the Strategic Plan of Children and Youth Council of Chiang Mai for the period (2025 - 2029), as a case study. Children and Youth Council of Chiang Mai has been recognized as the first and only model Children and Youth Council in Thailand for the year 2025 by the Department of Children and Youth. The study is based on a review of the Strategic Plan of Children and Youth Council of Chiang Mai, 2025 - 2029 combined with survey research and interviews. The findings reveal that the personnel of Children and Youth Council of Chiang Mai have continuously implemented the strategic plan as intended. This continuity is attributed to the plan’s clear vision, well-defined performance indicators, and explicit implementation guidelines that are practical and achievable. In addition, the strategic plan is supported by concrete action plans and annual programs and projects that are consistently aligned with the strategic objectives. Furthermore, the strategic plan demonstrates flexibility and adaptability.
