Assessing the impact of adjusting the service rates for general and infectious waste disposal

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อประเมินผลกระทบจากการปรับอัตราค่าธรรมเนียมการเก็บขนและกำจัดมูลฝอยทั่วไปและมูลฝอยติดเชื้อของคณะทันตแพทยศาสตร์ มหาวิทยาลัยมหิดล โดยทำการเปรียบเทียบอัตราค่าธรรมเนียมของมูลฝอยตั้งแต่ปี พ.ศ. 2566 ถึง พ.ศ. 2568 รวมระยะเวลา 3 ปี ผลการศึกษาแสดงให้เห็นถึงการเปลี่ยนแปลงที่ชัดเจนในอัตราค่าธรรมเนียมอัตราใหม่ อันมีสาเหตุมาจากการปรับอัตราค่าธรรมเนียม ซึ่งส่งผลกระทบต่องบประมาณที่เพิ่มขึ้นและชี้ให้เห็นถึงความจำเป็น ในการวางแผนบริหารจัดการมูลฝอย โดยการวิเคราะห์ข้อมูลในระยะเวลา 3 ปี จะช่วยให้สามารถทำความเข้าใจถึงแนวโน้มและผลกระทบดังกล่าวได้อย่างมีประสิทธิภาพ
ผลการศึกษาพบว่า ค่าธรรมเนียมในการเก็บขนและกำจัดมูลฝอยภายหลังการปรับอัตราใหม่ มีแนวโน้มเพิ่มขึ้นอย่างชัดเจนในทุกปีที่ศึกษา (พ.ศ. 2566-2568) โดยแบ่งประเภทมูลฝอยออกเป็น 2 ประเภท ได้แก่ มูลฝอยทั่วไปและมูลฝอยติดเชื้อ ในปี พ.ศ. 2566 พบว่า ค่าธรรมเนียมมูลฝอยทั่วไปจากอัตราเดิม 48,000 บาท เพิ่มขึ้นเป็น 216,000 บาท คิดเป็นอัตราการเพิ่มขึ้นร้อยละ 350 ขณะที่ค่าธรรมเนียมมูลฝอยติดเชื้อจากอัตราเดิม 242,700 บาท เพิ่มขึ้นเป็น 628,680 บาท คิดเป็นร้อยละ 159.04 สำหรับปี พ.ศ. 2567 และ 2568 พบว่าแนวโน้มการเพิ่มขึ้นยังคงไปในทิศทางเดียวกัน โดยค่าธรรมเนียมมูลฝอยทั่วไปเพิ่มขึ้นเป็น 232,000 บาท (ร้อยละ 383.33) และ 236,000 บาท (ร้อยละ 391.67) ตามลำดับ ส่วนค่าธรรมเนียมมูลฝอยติดเชื้อเพิ่มขึ้นเป็น 637,260 บาท (ร้อยละ 159.68) และ 609,960 บาท (ร้อยละ 158.68) ตามลำดับ

This study aims to evaluate the impact of adjusting the fees for the collection and disposal of general and infectious waste at the Faculty of Dentistry, Mahidol University, by comparing waste fees from 2023 to 2025, a period of three years. The study results show a clear shift in the new fee rates, resulting from fee adjustments that impact the increased budget and highlight the need for waste management planning. Analyzing data over a three-year period will help to effectively understand these trends and impacts.
The study found that waste collection and disposal fees, after the adjustment of the rates, tended to increase significantly each year studied (2023-2025), categorized into two types of waste: general waste and infectious waste. The study focused on the following year: 2023. It was found that the general waste fee increased from the original rate of 48,000 baht to 216,000 baht, representing a 350 percent increase, while the infectious waste fee increased from the original rate of 242,700 baht to 628,680 baht, representing a 159.04 percent increase for the years 2024 and 2025. The upward trend was found to continue in the same direction, with general waste fees increasing to 232,000 baht (383.33%) and 236,000 baht (391.67%), respectively. Infectious waste fees increased to 637,260 baht (159.68%) and 609,960 baht (158.68%), respectively.
